Cloud elasticity primarily refers to the ability of a cloud system to dynamically adjust the amount of computing resources it provides based on the current demand. This means that as workloads increase, the cloud environment can automatically scale up resources to accommodate the extra demand, and similarly, when demand decreases, it can scale down the resources to optimize cost and increase efficiency.

In contrast, maintaining static resource allocation does not take advantage of this flexibility, potentially leading to either resource shortages when demand spikes or unnecessary costs when demand falls. Similarly, enhancing security and creating fixed server environments are not primary functions of elasticity, as they focus on other aspects of cloud infrastructure rather than its ability to adapt to changing demands.
